Why is the plume generated from cooling tower?

1. As the air flowed in by fans contacts with the hot water, it becomes hot and saturated. Meanwhile the hot water transfer its heat to air and getting cold.

2. When the saturated hot air is discharged from tower, it immediately contacts with cold air outside and part of the vaporized water contained will become a small visible droplets, the plume

How we reduce the plume?
The most popular measures is to heat the fully saturated air just before it is discharged out from tower so as to drop it's saturation ratio to about 70.80 percent. As this heated air is not fully saturated, there's still rooms to keep the vapor in gas, no visible droplets.
